The partners pilot innovative RIS3 monitoring approaches. After the piloting the partners together with the managing authority influence and include the tested monitoring approaches into the overall RIS3 monitoring system.

Include more qualitative information in RIS3 monitoring systems

As evaluated/stated by several project partners during EmpInno in the feedback papers and discussions, their RIS3 monitoring systems still depend very much on quantitative indicators. Existing monitoring systems lack crucial qualitative information provided by end-users and innovation actors such as companies, R+D actors, and further stakeholders in the innovation ecosystem. Although ready-to-use solutions to generate such information are rare, resource-intensive and not easy to include into existing systems, some EmpInno Monitor S3 project partners will test approaches to improve the quality of monitoring systems by including more qualitative information.

Include digital tools for information from end-users in RIS3 monitoring systems

If monitoring systems are to capture the effect of an intervention precisely, then it is paramount to collect information already at the end-user of smart specialisation strategies. This was one of the major lessons learnt and agreements from the feedback papers and the discussion on general topics related to the RIS3 processes from the regular EmpInno project. This is also regularly called for by the participants of the S3 platform activities. In the EmpInno Monitor S3 project, several project partners apply solutions to test digital tools for receiving information from end-users and include them to their RIS3 monitoring systems.

Engage stakeholders in S3-monitoring dialogue

Engage stakeholders in S3-monitoring dialogue

Engaging stakeholders in a RIS3 monitoring dialogue implicitly takes place also in other processes – however, several partners explicitly want to test and implement a structured engagement of stakeholders in the monitoring. Institutionalising such a stakeholder dialogue for the partner regions in the monitoring systems was an impressive example of the Swedish partner region Östergötland and its stakeholder dialogue via the “Innovation Empowerment Group” as demonstrated in the EmpInno project and documented in their feedback paper. Taking up this inspiration and getting closer to such an approach, most partners plan to test a stronger and structured inclusion of stakeholders in the S3 monitoring dialogue.

Discuss and communicate RIS3 monitoring results

Discuss and communicate RIS3 monitoring results

Towards the end of 2020 the results from the seven testings of RIS3 monitoring approaches in the partner regions become evident. Results will be shared and discussed with innovation actors beyond the partnership at an event in Riga. In addition, Tartu Science Park collects good stories, processes and main lessons learnt from each of the seven regions. Based on this, it develops the “Compilation of findings from monitoring pilot regions”.
