RIS closer to us
Suppose you want to monitor your region’s economic changes and identify specific growth areas - without meeting directly with stakeholders, like the Covid-19 coronavirus pandemic demands. In that case, you can do so through online communication, drawing from our experience.
The Foundation for Lubelskie Development in cooperation with the Marshal’s Office of Lubelskie Voivodeship engaged in the development and testing of tools for direct contact with RIS3 stakeholders as part of RIS3 monitoring. The challenge was to develop tools that would provide more qualitative information from RIS3 stakeholders to monitor the strategy in Lubelskie Voivodeship. Tools that enable direct dialogue with RIS3 stakeholders must be attractive from end-users’ points of view. They will also provide feedback at any time and anywhere without the need for direct contact. The fulfillment of these conditions became particularly important in the era of the Covid-19 virus, which radically limited direct communications.
To ensure a safe and direct dialogue with RIS3 stakeholders as part of RIS3 monitoring, the Foundation for Lubelskie Development, in cooperation with the Marshal’s Office of Lubelskie Voivodeship (Lublin Voivodeship), has developed an electronic communication tool the “RIS closer to us” module. The device is available at https://ris.fundacja.lublin.pl/ in Polish.
The “RIS Closer to Us” module enables the management of questionnaires completed by RIS3 Stakeholders. Having this information improves the RIS3 implementation, which determines the use of EU funds support to develop innovation. Through completing the questionnaire, the RIS Stakeholders and the Regional Innovation Strategy are closer to the public. Asking questions makes users active participants in the RIS3 monitoring process and evaluates their activities as part of its implementation in the Lubelskie Voivodeship. Survey results are transferred to the Marshal’s Office of Lubelskie Voivodeship to analyze them and consider the results in improving RIS3 monitoring.
The “RIS closer to us” module also can send notifications to e-mail about new events added. The Events Tab contains information relevant to the achievement of RIS3 objectives, including information on current events (conferences, seminars, workshops, training), competitions, calls for proposals, legal regulations. Permanent access to up-to-date information increases the attractiveness of the module for Users. It is an incentive element to fill in the questionnaire and follow the news related to the RIS3 implementation.
The “RIS closer to us module” also has a function for asking questions related to the implementation of RIS3. The questions sent by RIS Stakeholders are answered by RIS3 experts directly involved in the implementation of RIS3 in the Lubelskie Voivodeship.
Marshal’s Office of Lubelskie Voivodeship - the owner of RIS3 in the Lubelskie Region - placed the link to the module on their website. The “RIS closer to us” module was developed as part of the Monitor S3 project - EmpInno Monitoring Smart Specialization Strategies. The project received support from the Interreg Baltic Sea Region Programme under Priority I Potential for innovation, Measure 1.2 Smart specialization. The project is co-financed by the European Union under the European Regional Development Fund.
